Ukraine is continuing preparations for the protection of its cultural heritage. Its Cabinet of Ministers has empowered its Ministry of Culture to keep cultural property abroad, when it would otherwise be at risk of loss or destruction (знищення) – for example, when it would be in occupied territory or endangered areas (such as the Crimean peninsula or the south-eastern mainland).
ICOM Ukraine has noted that ‘the full text of the modified regulations on the Museum Foundation of Ukraine is not yet published [Повний текст зміненого Положення про Музейний фонд України поки не опубліковано]’, but the resolution states that,
In the case of force majeure [superior force – an event that is beyond control] or the existence of a threat of destruction, loss, damage or wrecking of museum exhibits of the State Museum Foundation of Ukraine, the decision on their transfer to permanent or temporary storage, a change in the terms of a temporary transfer or on the return of such items [that have been] transferred to temporary storage outside Ukraine for the purpose of exhibition display, restoration work or scientific study is made by the Ministry of Culture.
[У разі настання обставин непереборної сили або наявності загрози знищення, втрати, пошкодження або руйнуван ня музейних предметів державної частини Музейного фонду України рішення про їх переданняна постійне або тимчасове зберігання, зміну строку тимчасової передачі або повернення таких предметів, що передані на тимчасове зберігання за межами України з метою їх експонування на виставках, проведення реставрації або наукової експертизи, ухвалює Мінкультури.]
